SEOUL—South Korea’s intelligence agency accused North Korea of attempting to hack into Seoul government websites and smartphones as confrontation between the nations increased at the start of military drills involving U.S. troops in the South.
Pyongyang threatened to respond to the military exercises by targeting the U.S. and South Korea with nuclear attack and Seoul said it would impose new sanctions on the North, underscoring the sharp deterioration in cross-border relations following North Korea’s recent tests of a nuclear bomb and a new rocket.
